    Dr Maria Milosavljevic - Chief Data Integration Officer - Department of Defence

    Dr Maria Milosavljevic is the inaugural Chief Data Integration Officer at the Department of Defence. In this role, she is responsible for establishing a new Data Division and working across the Department to deliver the Defence Data Strategy. Dr Milosavljevic joined Defence from Services Australia where she spent 3 years, first as the inaugural Chief Data Officer (CDO) where she was similarly responsible for establishing a new Data and Analytics Division, and defining and championing the agency’s data and analytics strategy.

    Dr Milosavljevic also chaired the whole of government Data Champions Executive and Network at the Department of Prime Minister and Cabinet, where she championed the innovative and appropriate use of data across the Commonwealth Government. Most recently, as the Chief Information Security Officer (CISO) at Services Australia, she was responsible for building improved cyber security practices and capabilities, and providing consistent and reliable services across the agency as well as to many partner agencies, under the whole of government platform and services agenda.

    Dr Milosavljevic is also an Honorary Professor of Artificial Intelligence at the Australian National University (ANU). Dr Milosavljevic was also previously the Chief Information Officer at the Australian Crime Commission. She completed a PhD in Artificial Intelligence with the Microsoft Research Institute, graduated from ANU with an Executive Master of Public Administration from ANZSOG, and is a graduate of the AICD.

    Dr Kobi Leins (GAICD) is a Senior Consultant in Data Ethics with NAB; Honorary Senior Fellow of King’s College, London; Non-Resident Fellow of the United Nations Institute for Disarmament Research; Advisory Board Member of the Carnegie AI and Equality Initiative; Member of Standards Australia as a technical expert on the International Standards Organisation’s work on AI Standards; co-founder of Responsible Innovation and the Life Sciences with IEEE; and Affiliate, ARC Centre of Excellence for Automated Decision-Making and Society.

    Leins has previously managed programs and teams in administrative law & justice, humanitarian law, human rights law, and disarmament with the UN and the International Committee of the Red Cross and worked in two different University Faculties of Engineering and Computer Science.

    Victor Dominello is a senior Minister in the New South Wales Government and has held various portfolios over the last decade including Aboriginal Affairs, Innovation and Finance. In 2019 he was appointed the inaugural Minister for Customer Service and in 2021 was also appointed the inaugural Minister for Digital Government. Victor firmly believes the use of real-time data and technology are the most powerful ways to improve quality of life and reduce suffering. Victor was a member of the original Crisis Cabinet which led the NSW response to Covid-19 and now sits on the Covid-19 and Economic Recovery Committee.

    His particular focus has been on delivering digital solutions such as the Service NSW QR code check-in feature and the real-time data analysis which has informed the state’s decision making. Victor has been the driving force behind the roll out of the Digital Driver Licence, the establishment of the $2.1b Digital Restart Fund and the rapid expansion of the Service NSW app to include QR code check-ins, the voucher programs, such as Dine and Discover, Covid-19 test alert notifications and the registration of positive rapid antigen tests.

    Dr. Ian Oppermann is the NSW Government’s Chief Data Scientist working within the Department of Customer Service, and Industry Professor at University of Technology Sydney (UTS). Ian has 27 years’ experience in the ICT sector and has led organizations with more than 300 people, delivering products and outcomes that have impacted hundreds of millions of people globally. He has held senior management roles in Europe and Australia as Director for Radio Access Performance at Nokia, Global Head of Sales Partnering (network software) at Nokia Siemens Networks, and then Divisional Chief and Flagship Director at CSIRO.

    Ian is considered a thought leader in the area of the Digital Economy and is a regular speaker on “Big Data”, broadband enabled services and the impact of technology on society. He has contributed to 6 books and co-authored more than 120 papers which have been cited more than 3500 times. Ian has an MBA from the University of London and a Doctor of Philosophy in Mobile Telecommunications from Sydney University. Ian is a Fellow of the Institute of Engineers Australia, a Fellow of the IEEE, a Fellow of the Australian Academy of Technological Sciences and Engineering, a Fellow of the Royal Society of NSW, a Fellow and Immediate Past President of the Australian Computer Society, and a graduate member of the Australian Institute of Company Directors. Ian is also president of the Australia National Committee of the IEC and president of the JTC1 strategic advisory committee in Australia.

    Dr Allan McCay is Deputy Director of The Sydney Institute of Criminology, and Academic Fellow at the University of Sydney Law School. He is also an Affiliate Member of the Centre for Agency, Values and Ethics at Macquarie University.

    His philosophical interests relate to free will and punishment, and ethical issues emerging from neuroscience, neurotechnology, and artificial intelligence. In relation to legal practice, he is interested in behavioural legal ethics, and the future of legal work in light of automation. Although formerly a commercial litigator with Baker McKenzie in Hong Kong, a large section of his work focusses on the criminal law and he coordinates the Legal Research units at the Sydney Law School. As well as two edited books and numerous academic and other publications, he is the author of a forthcoming report on neurotechnology, law and the legal profession that will be published by the Law Society of England and Wales.

    Dr Didar Zowghi is Professor of Software Engineering and as Senior Principal Research Scientist at CSIRO's Data61 she leads research in "Software Engineering for AI" and "Diversity and Inclusion in AI". She joined Data61 in January 2022 after working in Academia for 20+ years. She has previously held many leadership positions at the University of Technology Sydney (UTS): Deputy Dean of Graduate Research School , Director of university research centre for Human-Centred Technology Design, Director of Women in Engineering and Information Technology, Head of Department of Software Engineering, and Associate Dean Research. Before joining academia, she worked in software industry in the UK and Australia as a programmer, software engineer, analyst, consultant, and project manager.

    Her research is focused on improving the software development processes and products. In particular, she has worked on addressing many issues in the communication rich, multidisciplinary activities of software development, referred to as Requirements Engineering (RE). She is an expert in the "Evidenced Based" and “Human Centred Design” research paradigms. She has supervised many research students to successful completion of PhD and MSc across universities in Sydney and internationally. Much of her research has been funded by the Australian Research Council (ARC) and other Australian government grants.

    Prof Zowghi serves on the program committee of many national and international conferences including IEEE International Conference on Requirements Engineering (since 1998). She was its General Chair in 2010, Program Chair in 2015 and Steering Committee Chair (2016-2018) and received Lifetime Service Award in 2019 by IEEE for her leadership in RE research community. She is Associate Editor of IEEE Software, Associate editor of Requirements Engineering Journal, and IET Software journal. She has published over 200 research articles in prestigious conferences and journals and has co-authored papers with 90+ different researchers from 30+ countries.

    He is an author, inventor, mentor and regular speaker in various tech forums, conferences and events worldwide. He holds a PhD in computer science with double masters in business administration (MBA) and project management (MPM). He is skilled in machine learning, deep learning, statistics, big-data analytics and high-performance computing. He is a graduate of the AICD (GAICD), an ACS certified professional (CP), a senior member of IEEE (SMIEEE), an honorary visiting scholar at the University of Technology Sydney (UTS) and an industry mentor in the UNSW business school. He also performs an advisory role in the Global AI Ethics Institute (GAIEI), International Group of Artificial Intelligence (IGOAI) and Digital for Social Good (D4SG) Hackathon.

    James is a mathematician at heart and is immersed in all things technology. His specialty as a consultant was building tools for his clients to automate complex calculations and big data reporting. He has participated in executing many high-profile remediation cases following the Financial Services Royal Commission, also advising on best practice in data and modelling governance. He is currently a banker, gaining experience in streamlining the FTE load-balancing of an entire operations division with just a single model. James now works in operational risk, supporting the development of quarterly board reports.
